Sir:

     Your Committee on Energy and Environmental Protection, to
which was referred H.B. No. 2544 entitled: 

     "A BILL FOR AN ACT RELATING TO SANITATION,"

begs leave to report as follows:

     The purpose of this bill is to conform the Hawaii Revised
Statutes (HRS)to remove obsolete or duplicative provisions
relating to sanitation.

     Specifically, this bill repeals part III of Chapter 322,
HRS, relating to approval of location and sanitary condition of
businesses, and part IV, relating to dwellings and lodging
houses.

     Your Committee agrees with this administration proposal,
which repeals obsolete and duplicative provisions that date back
more than one hundred years.

     Your Committee received testimony in support of this bill
from the Department of Health and the Hawaii Environmental Health
Consultation and Compliance Assistance Service.

     As affirmed by the record of votes of the members of your
Committee on Energy and Environmental Protection that is attached
to this report, your Committee is in accord with the intent and
purpose of H.B. No. 2544 and recommends that it pass Second
Reading and be placed on the calendar for Third Reading.
