Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 2542, H.D. 1, S.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR THE
     STATE'S MEDICAID HOME AND COMMUNITY BASED SERVICES FOR THE
     DEVELOPMENTALLY DISABLED OR MENTALLY RETARDED PROGRAM,"

begs leave to report as follows:

     The purpose of this bill is to make an emergency
appropriation for the State's medicaid home and community-based
care services for the developmentally disabled or mentally
retarded program.

     In addition, the bill increases in the State's sharing of
matching funds to meet a new federal matching formula.

     Your Committee finds that the additional funds appropriated
in this bill will support current clients, provide for the
admission of more people into the program, and address issues
raised by a federal lawsuit against the State.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2542, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
