Sir:

     Your Committee on Finance, to which was referred H.B. No.
2532 entitled: 

     "A BILL FOR AN ACT RELATING TO HAWAII HEALTH SYSTEMS
     CORPORATION,"

begs leave to report as follows:

     The purpose of this bill is to ensure quality health care to
Maui residents and its visitors by supporting the implementation
of Maui Memorial Medical Center's master plan.

     This bill:

     (1)  Authorizes the Hawaii Health Systems Corporation (HHSC)
          to issue $38,000,000 in revenue bonds for facility
          improvements and renovations at Maui Memorial Hospital;

     (2)  Authorizes the Department of Budget and Finance (B & F)
          to guaranty payment of principal of and interest on
          bonds issued by HHSC not to exceed $47,500,000; and

     (3)  Prohibits the HHSC from disposing of all of its
          property.

     The HHSC, the Maui Memorial Medical Center, B & F, the
Hawaii Government Employees Association, AFSCME Local 152, AFL-
CIO, The Chamber of Commerce of Hawaii, and the Maui Region
Public Health Facility Management Advisory Committee testified in
support of this measure.

     Your Committee has amended this bill by making technical,
nonsubstantive revisions to correct technical drafting errors.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2532, as amended herein, and recommends that it pass Third
Reading in the form attached hereto as H.B. No. 2532, H.D. 1.
