     Your Committee on Judiciary, to which was referred H.B.
No. 2528, H.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO SAFE DRINKING WATER,"

begs leave to report as follows:

     The purpose of this measure is to increase the penalties for
violations of Hawaii's water protection laws.

     Currently, penalties are assessed daily despite the number
of violations.  This measure increases the penalties by assessing
them per violation per day.  Your Committee is in agreement that
stringent penalties will deter violations.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of H.B.
No. 2528, H.D. 2, and recommends that it pass Third Reading.
