Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2528 entitled: 

     "A BILL FOR AN ACT RELATING TO SAFE DRINKING WATER,"

begs leave to report as follows:

     The purpose of this bill is to protect Hawaii's drinking
water by clarifying that violators are subject to penalties for
each violation.

     The Department of Health testified in support of this
measure explaining that this clarifying language is needed to
conform to federal requirements to qualify for continued federal
funding of safe drinking water efforts.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2528, as amended herein, and recommends that
it pass Second Reading in the form attached hereto as H.B. No.
