Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2507 entitled: 

     "A BILL FOR AN ACT RELATING TO THE PERMANENT PLAN HEARING,"

begs leave to report as follows:

     The purpose of this bill is to allow the court to waive
consent to permanent plans, by children aged 14 and over.

     Testimony in support of this bill was received from the
State Department of Human Services.

     Your Committee finds that the current wording of section
587-73, Hawaii Revised Statutes, requiring a child to be
supportive of the permanent plan, places an untenable burden on
the child.  The provisions of this measure are in the best
interests of children.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2507 and recommends that it pass Second
Reading and be placed on the calendar for Third Reading.
