Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2423 entitled: 

     "A BILL FOR AN ACT RELATING TO TOBACCO PRODUCTS REPORT,"

begs leave to report as follows:

     The purpose of this bill is to establish a reporting
mechanism to assist the Attorney General in enforcing tobacco
product manufacturers' obligations under Act 188, Session Laws of
Hawaii 1999, codified as Chapter 675, Hawaii Revised Statutes.

     Testimony in support of this measure was received from the
Department of the Attorney General.

     Your Committee finds that the provisions of this measure
ensure that the State will suffer no reduction in its share of
the Tobacco Settlement Funds.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2423 and recommends that it pass Third
