Sir:

     Your Committee on Finance, to which was referred H.B. No.
2418 entitled: 

     "A BILL FOR AN ACT RELATING TO CERTIFICATES OF
     IDENTIFICATION,"

begs leave to report as follows:

     The purpose of this bill is to improve service to the public
who renew their State identification cards every six years, by:

     (1)  Changing the expiration date of the State
          identification card (card) to coincide with an
          individual's birthday; and

     (2)  Providing the option for renewal by mail of a card
          issued after November 1, 1998, for a person 65 years
          and older, if there is no change in name and
          citizenship.

     The Attorney General, the Executive Office on Aging, and
Government Efficiency Teams, Inc., testified in support of this
measure.  The Disability and Communication Access Board testified
in support of the intent of this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2418 and recommends that it pass Third Reading.
