Sir:

     Your Committee on Finance, to which was referred H.B. No.
2406 entitled: 

     "A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

     The purpose of this bill is to:

     (1)  Allow authorized federal agencies to act on behalf of
          the Department of Agriculture (DOA), to a limited
          extent, and enforce statutes and administrative rules
          regarding the movement of restricted items into the
          State or within the State; and

     (2)  Makes housekeeping amendments to include the Plant and
          Non-Domestic Animal Quarantine Law under Chapter 150A,
          Hawaii Revised Statutes (HRS), among the Chapters to
          which the DOA's various duties in Section 141-1, HRS,
          are directed.

     DOA testified in support of this measure.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments to conform with current statutes and
for clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
