Sir:

     Your Committee on Water and Land Use, to which was referred
H.B. No. 2263 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO MATCH FEDERAL
     FUNDS FOR THE HAWAII FORESTRY AND COMMUNITIES INITIATIVE,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to the
Department of Land and Natural Resources (DLNR) to match federal
funds for the Hawaii Forestry and Communities Initiative.

     Testimony in support of this bill was submitted by the DLNR,
the Department of Agriculture, the Hawaii Society of American
Foresters, the Hawaii Forest Industry Association, The Nature
Conservancy of Hawaii, and the Hawaii Farm Bureau Federation.

     The Department of Hawaiian Home Lands also testified in
support, provided that the appropriation does not replace or
adversely impact priorities in the Executive Biennium budget.  
The Department of Labor and Industrial Relations testified in
support of the intent of this measure.

     Your Committee finds that the State has received a $200,000
grant from the U.S. Forest Service to continue the Hawaii
Forestry and Communities Initiative efforts.  This grant requires
a 50-50 match.  Accordingly, your Committee has amended this bill
by:

     (1)  Changing the appropriation amount to $200,000; and

     (2)  Including matching funds from the private sector. 

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,

your Committee is in accord with the intent and purpose of H.B.
No. 2263, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as H.B. No. 2263, H.D. 1, and
be referred to the Committee on Finance.
