Sir:

     Your Committee on Finance, to which was referred H.B. No.
2218, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO INSURANCE,"

begs leave to report as follows:

     The purpose of this bill is to maintain and improve Hawaii's
presence in the worldwide captive insurance marketplace by
authorizing the transfer of ten percent of all moneys in the
Captive Insurance Administrative Fund to be deposited into the
Insurance Regulation Fund for promotional activities related to
the captive insurance industry.

     The Department of Commerce and Consumer Affairs, the Hawaii
Captive Insurance Council, and Marsh Management Services
testified in support of this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
