Sir:

     Your Committee on Consumer Protection and Commerce, to which
was referred H.B. No. 2187, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO ADMINISTRATIVE RULES,"

begs leave to report as follows:

     The purpose of this measure is to provide for the review of
administrative agency rules by the joint legislative management
committee.  It also prohibits agencies from exceeding the scope
of substantive statutory authority conferring the power to adopt
rules.

     Your Committee finds that this measure will help to
streamline excessive rules and regulations and minimize the
burden on businesses. 

     Testimony was received in support of this measure from the
General Contractors Association of Hawaii, Building Industry
Association, and Small-Business Economic Revival Force.
Testimony was received in opposition from ILWU Local 142.  

     Technical, nonsubstantive amendments were made for clarity,
consistency, and style.

     As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2187, H.D. 1, as amended herein, and

recommends that it pass Third Reading in the form attached hereto
as H.B. No. 2187, H.D. 2.
