Sir:

     Your Committee on Finance, to which was referred H.B. No.
2104 entitled: 

     "A BILL FOR AN ACT RELATING TO HOUSING,"

begs leave to report as follows:

     The purpose of this bill is to encourage the development and
availability of low-income rental housing throughout the State by
authorizing the issuance of general obligation bonds and
appropriating funds to the Rental Housing Trust Fund.

     Catholic Charities, the Hawaii Catholic Conference, and the
Affordable Housing and Homeless Alliance testified in support of
this bill.  The Governor's Office and the Housing and Community
Development Corporation of Hawaii testified in support of the
intent of this bill.  The American Association of Retired Persons
commented on the bill.

     Your Committee has amended this bill by:

     (1)  Changing the appropriation amount to $1 to facilitate
          further discussion; and

     (2)  Making a technical, nonsubstantive amendment for
          clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2104, as amended herein, and recommends that it pass Third
Reading in the form attached hereto as H.B. No. 2104, H.D. 1.
