Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2021 entitled: 

     "A BILL FOR AN ACT RELATING TO ACT 316, SESSION LAWS OF
     HAWAII 1993, AS AMENDED BY ACT 157, SESSION LAWS OF HAWAII
     1995; AND TO ACT 278, SESSION LAWS OF HAWAII 1999,"

begs leave to report as follows:

     The purpose of this bill is to assure reenactment of laws
that were amended, and will be inadvertently repealed, by laws
establishing the expedited sentencing program and amending the
crime victim compensation special fund.

     The Legislative Reference Bureau testified in support of
this measure.

     Your Committee finds that it was not the intent of the
Legislature to have Act 316, Session Laws of Hawaii 1995 and Act
278, Session Laws of Hawaii 1999, repeal the affected statutes
upon the sunset of these Acts.  This measure would assure that
the statutes revert to the language prior to the Acts. 

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2021 and recommends that it pass Second
Reading and be placed on the calendar for Third Reading.
