Sir:

     Your Committees on Consumer Protection and Commerce and
Judiciary and Hawaiian Affairs, to which was referred H.B. No.
2013 entitled: 

     "A BILL FOR AN ACT RELATING TO MEDICAL RESEARCH,"

beg leave to report as follows:

     The purpose of this bill is to improve the collection of
Hawaii's cancer statistics by requiring cancer cases detected in
physician's offices, laboratories, free-standing radiation
oncology facilities, and other treatment and pathology facilities
to be reported to the Hawaii Tumor Registry or hospital-based
registries.

     Testimony in support of this measure was received from the
Hawaii Medical Association, the Department of Health, the Hawaii
Tumor Registry, the University of Hawaii's Cancer Research
Center, and the American Cancer Society, Hawaii Pacific, Inc.

     Your Committees find that this measure would ensure more
accurate statistics on the incidence rate of cancer in the State
by requiring physicians and other health care providers to report
cases they diagnose and treat in an out-patient setting to the
Hawaii Tumor Registry or hospital-based registries.  This measure
will significantly assist local, state, and national agencies in
the planning of appropriate cancer surveillance, prevention, and
control activities in the State of Hawaii.

     This bill was amended to correct certain typographic,
technical, and stylistic errors.

     As affirmed by the records of votes of the members of your
Committees on Consumer Protection and Commerce and Judiciary and
Hawaiian Affairs that are attached to this report, your
Committees are in accord with the intent and purpose of H.B. No.
2013, as amended herein, and recommend that it pass Third Reading
in the form attached hereto as H.B. No. 2013, H.D. 1.
