Sir:

     Your Committee on Health, to which was referred H.B. No.
2004 entitled: 

     "A BILL FOR AN ACT RELATING TO PRIVACY OF HEALTH CARE
     INFORMATION,"

begs leave to report as follows:

     The purpose of this bill is to give the Director of the
Office of Information Practices oversight and enforcement
authority related to the protection of the privacy of health care
information.

     The Hawaii Federation of Physicians and Dentists, Queen's
Health Management, and the Hawaii Medical Association submitted
testimony in support of this measure. The Office of Information
Practices supported the intent of this bill. The Hawaii Medical
Service Association and two individuals submitted testimony in
opposition to this measure.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2004 and recommends that it pass Second Reading and be referred
to the Committees on Consumer Protection and Commerce and
Judiciary and Hawaiian Affairs.
