Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 1969, H.D. 2, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO MATCH FEDERAL
     FUNDS FOR THE ESTABLISHMENT OF MANUFACTURING EXTENSION
     PROGRAMS,"

begs leave to report as follows:

     The purpose of this bill is to appropriate general funds to
match federal funds on a dollar-for-dollar basis in order to
establish manufacturing extension programs in the State.

     Your Committee finds that the program is integral to the
growth of manufacturing enterprises in the State.  Furthermore,
appropriations are necessary to ensure the receipt of federal
funds to assist in the growth of this industry.

     Your Committee has amended this measure by changing the
appropriation figure from $1 to $2.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1969, H.D. 2, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as H.B. No. 1969, H.D.
2, S.D. 1.
