Sir:

     Your Committee on Finance, to which was referred H.B. No.
1969, H.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO MATCH FEDERAL
     FUNDS FOR THE ESTABLISHMENT OF MANUFACTURING EXTENSION
     PROGRAMS,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to match
federal funds for the establishment of manufacturing extension
programs.  

     The Office of Economic Development of the County of Kauai,
Hawaii Technology Trade Association, Industry Network
Corporation, Child and Family Service, Hawaii Food Manufacturers
Association, Leighton Lam Designs, Inc., West Kauai Community
Development Corporation, and the Maui Economic Development Board,
Inc. testified in support of this measure.  The Department of
Business, Economic Development, and Tourism supported the bill
provided that it does not replace current priorities in the
Supplemental Budget.

     Your Committee has amended this bill by:

     (1)  Changing the appropriation amount to $1; and

     (2)  Making technical, nonsubstantive amendments for
          clarity, consistency, and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1969, H.D. 1, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as H.B. No. 1969, H.D.
2.
