Sir:

     Your Committee on Finance, to which was referred H.B. No.
1909, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO PUBLIC LANDS,"

begs leave to report as follows:

     The purpose of this bill is to stimulate tourism in East
Hawaii by creating incentives for reinvestment in the resort and
other infrastructure of the Banyan Drive resort area in Hilo,
Hawaii.  

     Specifically, this bill authorizes the Department of Land
and Natural Resources to issue new leases to existing lessees of
the Banyan Drive resort area, subject to certain conditions.

     The Department of Land and Natural Resources, the ILWU Local
142, the Hawaii Association of Realtors, the Hawaii Naniloa
Hotel, and an individual testified in support of this measure.
The Office of Hawaiian Affairs testified in opposition to this
bill.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1909, H.D. 1, and recommends that it pass Third Reading.
