Sir:

     Your Committee on Finance, to which was referred H.B. No.
1874, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATIONAL ACCOUNTABILITY,"

begs leave to report as follows:

     The purpose of this bill is to improve accountability for
educational resources by establishing an interagency educational
accountability working group to review agency administrative
rules, policies, procedures, and practices, and temporarily
suspend these, thereby allowing the Department of Education (DOE)
to restructure and reallocate its resources to support student
achievement.

     The Department of Accounting and General Services, the
Chamber of Commerce of Hawaii, the Hawaii Business Roundtable,
and the Hawaii Association of Realtors testified in support of
this measure.  The Hawaii State Teachers Association testified in
support of the intent of this measure.  The DOE, the Board of
Education, and the Hawaii Government Employees Association
commented on this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1874, H.D. 1, and recommends that it pass Third Reading.
