Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1758, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLE DRIVER
     LICENSING,"

begs leave to report as follows:

     The purpose of this bill is to give the Department of
Transportation an additional year to effectuate Act 175, Session
Laws of Hawaii 1999, which provides for a statewide driver
education program and behind-the-wheel driver training program.

     The Department of Transportation (DOT) testified in support
of the measure.

     Your Committee finds that providing an additional year to
the DOT to implement Act 175, Session Laws of Hawaii 1999, will
help effectuate the Act.

     Your Committee has amended this bill by making technical,
nonsubstantive changes for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1758, H.D. 1, as amended herein, and
recommends that it pass Third Reading in the form attached hereto
as H.B. No. 1758, H.D. 2.
