Sir:

     Your Committee on Finance, to which was referred H.B. No.
1641, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE MEDICALLY UNDERSERVED,"

begs leave to report as follows:

     The purpose of this bill is to prevent serious and costly
health conditions among medically underserved populations by
appropriating funds to the Department of Human Services (DHS) to
support primary health care for underserved members of the
community.

     The Office of Hawaiian Affairs, the Hawaii State Primary
Care Association, Healthy Mothers Healthy Babies Coalition of
Hawaii, Papa Ola Lokahi, the Waianae Coast Comprehensive Health
Center, Health Care for the Homeless Project, and the Kalihi-
Palama Health Center testified in support of this measure.  The
Department of Health and DHS testified in support of the intent
of this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
