Sir:

     Your Committee on Finance, to which was referred H.B. No.
140 entitled: 

     "A BILL FOR AN ACT RELATING TO PUBLIC-PRIVATE INFRASTRUCTURE
     PARTNERSHIPS,"

begs leave to report as follows:

     The purpose of this bill is to create a public-private
infrastructure program to:

     (1)  Transfer projects to improve infrastructure systems and
          facilities from the public to the private sector; and

     (2)  Allow and expedite the creation of infrastructure
          systems and facilities.

     Jas. W. Glover and the Estate of James Campbell testified in
support of this bill.  The Department of Budget and Finance and
the Department of Transportation testified in support of the
intent of this bill.  The Board of Water Supply commented on this
bill. 

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
140 and recommends that it pass Third Reading.
