Sir:

     Your Committee on Water and Land Use, to which was referred
H.B. No. 1403 entitled: 

     "A BILL FOR AN ACT RELATING TO HUNTING,"

begs leave to report as follows:

     The purpose of this bill is to establish hunting advisory
council chapters on each island.  

     Your Committee received testimony in support of this bill
from the Board of Land and Natural Resources, Hawaii Rifle
Association, Hawaii Citizens' Rights PAC, Hawaii Hunters Advisory
Council, Wildlife Conservation Association of Hawaii, Hawaii
Hunting Association, Pig Hunters of Hawaii, and three
individuals.  

     Your Committee finds that a statewide hunting advisory
council with island chapters will facilitate communication
between the Department of Land and Natural Resources and the
hunting community.  The department has already participated in
meetings and provided funding for a hunting advisory council
pursuant to House Concurrent Resolution No. 259 of 1997 and the
bill will give statutory recognition.  

     As affirmed by the record of votes of the members of your
Committee on Water and Land Use that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 1403 and recommends that it pass Second Reading and be
referred to the Committee on Finance.
