Sir:

     Your Committee on Human Services and Housing, to which was
referred H.B. No. 1118 entitled: 

     "A BILL FOR AN ACT RELATING TO DISCLOSURE OF DEPARTMENT OF
     HUMAN SERVICES' RECORDS,"

begs leave to report as follows:

     The purpose of this bill is to amend laws governing
disclosure of information by the Department of Human Services
(DHS), by allowing the DHS to adopt rules providing for the
release of information consistent with federal statutes and
regulations.

     DHS supported this measure, testifying that DHS needs the
flexibility to adopt rules to keep the agency current with
federal law.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 1118 and recommends that it pass Second Reading and
