Sir:

     Your Committee on Human Services and Housing, to which was
referred H.B. No. 1116 entitled: 

     "A BILL FOR AN ACT RELATING TO FOSTER BOARD ALLOWANCES FOR
     STUDENTS,"

begs leave to report as follows:

     The purpose of this bill is to assist foster children in
their pursuit of higher education by changing the full-time
attendance requirements for higher education foster board
payments.  

     Specifically, this bill allows foster children and former
foster children attending school part-time during the first
academic year of higher education to be eligible for foster board
allowances. 

     The Department of Human Services submitted testimony in
support of this measure.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 1116 and recommends that it pass Second Reading and
