Sir:

     Your Committee on Health, to which was referred H.B. No.
1068 entitled: 

     "A BILL FOR AN ACT RELATING TO HEALTH MAINTENANCE
     ORGANIZATIONS,"

begs leave to report as follows:

     The purpose of this measure is add a quarterly filing
requirement for certificates of authority for health maintenance
organizations.  This amendment will allow the Insurance Division
of the Department of Commerce and Consumers Affairs to obtain
necessary financial information on a more timely basis. 

     The Insurance Division of the Department of Commerce and
Consumer Affairs submitted testimony in strong support of the
proposed changes. 

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1068 and recommends that it pass Second Reading and be referred
