Sir:

     Your Committee on Consumer Protection and Commerce, to which
was referred H.B. No. 1068 entitled: 

     "A BILL FOR AN ACT RELATING TO HEALTH MAINTENANCE
     ORGANIZATIONS,"

begs leave to report as follows:

     The purpose of this bill is to provide for a quarterly
filing requirement for health maintenance organizations to allow
the insurance division to obtain financial information on a more
timely basis.

      The Department of Commerce and Consumer Affairs submitted
testimony in strong support of this measure, stating that the
amendment contained in this bill merely codifies the quarterly
filing requirements already being met by HMOs under a separate
section.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1068, as amended herein, and recommends that
it be referred to the Committee on Finance in the form attached
hereto as H.B. No. 1068, H.D. 1.
