Sir:

     Your Committees on Economic Development and Business
Concerns and Water and Land Use, to which was referred H.B. No.
1022 entitled: 

     "A BILL FOR AN ACT RELATING TO COMMUNITY DEVELOPMENT,"

beg leave to report as follows:

     The purpose of this bill is to repeal the Hamakua Community
Development District (District), which was created to assist in
the economic recovery of the area after the closure of the
Hamakua Sugar Company.

     Act 311, Session Laws of Hawaii 1993, includes requirements
that need to be satisfied before development is authorized in the
District.  Since the Department of Business, Economic
Development, and Tourism (DBEDT), the Hilo-Hamakua Coordinating
Committee, and the Hawaii Community Development Authority jointly
implemented an alternative approach for identifying development
projects, the District is not necessary.

     Testimony in support of this bill was provided by DBEDT, the
County of Hawaii Planning Department, and the Hawaii Community
Development Authority.

     As affirmed by the records of votes of the members of your
Committees on Economic Development and Business Concerns and
Water and Land Use that are attached to this report, your
Committees are in accord with the intent and purpose of H.B. No.
