Sir:

     Your Committee on Human Services and Housing, to which was
referred H.B. No. 1018 entitled: 

     "A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY
     DEVELOPMENT CORPORATION OF HAWAII,"

begs leave to report as follows:

     The purpose of this bill is to prevent homelessness by,
among other things:

     (1)  Lowering the income limits for participation in the
          State Rent Supplemental Program (Program) from moderate
          to very low income levels;

     (2)  Phasing in an increase in the tenant's annual payment
          from one-fifth to thirty percent of the tenant's annual
          income; and

     (3)  Amending the definition of "qualified tenant" under the
          Program to enable single persons who are not elderly or
          disabled to participate in the Program.

     The Housing and Community Development Corporation of Hawaii
submitted testimony in support of this measure.

     Your Committee has amended this measure by:

     (1)  Appropriating a blank amount for the State Rent
          Supplement Program; and

     (2)  Making technical, nonsubstantive amendments for
          purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 1018, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as H.B. No. 1018, H.D.
1, and be referred to the Committee on Finance.
