STAND. COM. REP. NO. 3039 Honolulu, Hawaii , 2000 RE: GOV. MSG. NO. 4 Honorable Norman Mizuguchi President of the Senate Twentieth State Legislature Regular Session of 2000 State of Hawaii Sir: Your Committee on Ways and Means, to which was referred Governor's Message No. 4, submitting for study and consideration the nomination of: NEAL H. MIYAHIRA, gubernatorial nominee to the DIRECTOR OF FINANCE, for a term to expire 12-02-2002, begs leave to report as follows: Your Committee finds that the Director of Finance plays a crucial and pivotal role in the budgetary process between the Legislature and the Administration. Especially during difficult economic times, communication and cooperation between the Legislature and the Executive Branch are essential components of a stable financial plan. Questions previously arose over an over-reliance on restrictions and lapses to yield a balanced budget. However, we are assured that the nominee will not pursue such courses of action, and will provide the sound leadership demonstrated as interim Director of Finance. As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination. a GM4 STAND.
