                    SENATE  RESOLUTION

  REQUESTING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO
    REVIEW CURRENT TELEPHONE USAGE AND TO DETERMINE WHETHER
    DEPARTMENTAL GUIDELINES NEED TO BE ESTABLISHED. 


 1        WHEREAS, the State currently uses a telephone system based
 2   on and including developments of the SELEX system first
 3   implemented in the early '90's; and
 4   
 5        WHEREAS, the SELEX-type of telephone system establishes
 6   individual telephone lines for individual employees as opposed
 7   to the State's previous system which generally relied upon the
 8   use of centralized telephone systems and shared telephone lines
 9   for each office; and
10   
11        WHEREAS, under the current telephone system, there have
12   been problems with intra-office connections; and
13   
14        WHEREAS, for efficient telephone usage, the telephone
15   equipment should indicate whether an intra-office line is being
16   used; and
17   
18        WHEREAS, although it is less likely that an office
19   telephone system will be overwhelmed under the SELEX-type of
20   telephone system, individual telephone lines may not be used as
21   extensively as needed to justify the expense of individual
22   telephone lines; and
23   
24        WHEREAS, departments, agencies, or offices, working with
25   the appropriate telecommunication representative from
26   Information and Communication Services Division, have the
27   option of establishing "key systems" which establish lines that
28   may be shared by employees thereby maximizing telephone line
29   use and minimizing expenses; and
30   
31        WHEREAS, not all state departments, agencies, or offices
32   may be aware of the option of installing a "key system" when
33   such a system might be suitable; now, therefore,
34   
35        BE IT RESOLVED by the Senate of the Twentieth Legislature
36   of the State of Hawaii, Regular Session of 2000, that the
37   Department of Accounting and General Services is requested to
38   review telephone line usage of State departments, agencies, and
39   offices, review the cost of implementing and maintaining "key

 1   systems", and recommend guidelines indicating when "key
 2   systems" should be installed; and
 3   
 4        BE IT FURTHER RESOLVED that the Department of Accounting
 5   and General Services report any findings and recommendations to
 6   the Senate no later than twenty days prior to the Regular
 7   Session of 2001; and
 8   
 9        BE IT FURTHER RESOLVED that a certified copy of this
10   Resolution be transmitted to the Comptroller.
