                    SENATE  RESOLUTION
  STRONGLY URGING THE UNITED STATES DEPARTMENT OF EDUCATION AND
    THE NATIONAL INSTITUTE OF MENTAL HEALTH TO ENGAGE IN A
    NATIONAL EXAMINATION OF THE APPROPRIATE USE OF PSYCHIATRIC
    DRUGS AS NECESSARY TO TREAT MENTAL ILLNESSES IN CHILDREN.



 1        WHEREAS, market forces do not guarantee the need for
 2   adequate testing of psychiatric drugs for treatment of mental
 3   illnesses in children; now, therefore,
 4   
 5        BE IT RESOLVED by the Senate of the Twentieth Legislature
 6   of the State of Hawaii, Regular Session of 2000, that the
 7   United States Department of Education and the National
 8   Institute of Mental Health are strongly urged to engage in a
 9   national examination of the appropriate use of psychiatric
10   drugs as necessary to treat mental illness in children; and
11   
12        BE IT FURTHER RESOLVED that the United States Department
13   of Education and the National Institute of Mental Health are
14   strongly urged to resist efforts to downgrade the
15   classification of Ritalin and other psychiatric drugs to a
16   lesser category; and
17   
18        BE IT FURTHER RESOLVED that certified copies of this
19   Resolution be transmitted to the United States Secretary of
20   Education, the Director of the National Institute of Mental
21   Health, the Governor, the Director of Health, the
22   Superintendent of Education, and members of Hawaii's
23   congressional delegation.
