                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE AUDITOR TO REVIEW THE OFFICE OF THE GOVERNOR. 


 1        WHEREAS, State expenses require strict management during
 2   this time of economic weakness; and
 3   
 4        WHEREAS, the Office of the Governor is provided with funds
 5   to host state functions, including those held at Washington
 6   Place, as well as to maintain the Governor's family household;
 7   and 
 8   
 9        WHEREAS, the Legislature believes that, as the head of
10   state, the Governor should be allowed an expense account for
11   protocol purposes, however, some people have questioned that
12   the personal living expenses may constitute a benefit for the
13   Governor and his family that has no correlation to the business
14   of the State and does not provide a direct benefit to the
15   taxpayers of Hawaii; now, therefore,
16   
17        BE IT RESOLVED by the Senate of the Twentieth Legislature
18   of the State of Hawaii, Regular Session of 2000, the House of
19   Representatives concurring, that the Auditor is requested to
20   review the Office of the Governor's expense allowances and
21   determine whether any allowance related to the personal living
22   expenses of the Governor and the Governor's family should be
23   included as part of the Governor's taxable personal income; and
24   
25        BE IT FURTHER RESOLVED that the Auditor is requested to
26   report findings and recommendations to the Legislature twenty
27   days after receiving this resolution; and
28   
29        BE IT FURTHER RESOLVED that a certified copy of this
30   Concurrent Resolution be transmitted to the Auditor.
