                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEVELOPMENT OF PROPOSED LEGISLATION FOR THE
    REGULATION OF CERTIFIED PUBLIC ACCOUNTANCY.


 1        WHEREAS, it is the policy of this State to promote the
 2   reliability of information that is used for guidance in
 3   financial transactions, or for accounting for or assessing the
 4   financial status or performance of commercial, noncommercial,
 5   and governmental enterprises; and
 6   
 7        WHEREAS, the public interest requires that persons
 8   professing special competence in accounting or offering
 9   assurance as to the reliability or fairness of the presentation
10   of such information have demonstrated their qualifications to
11   do so, and that, conversely, persons who have not demonstrated
12   and maintained their qualifications should not be permitted to
13   represent themselves as having such special competence or to
14   offer such assurance; and
15   
16        WHEREAS, it is the policy of this State to have a public
17   authority competent to prescribe and assess the qualifications
18   and to regulate all aspects of the professional conduct and
19   work of practitioners of public accountancy; and
20   
21        WHEREAS, it is incumbent that the best standards of
22   professional conduct and work in public accountancy be adhered
23   to for the benefit of Hawaii's people; now, therefore,
24   
25        BE IT RESOLVED by the Senate of the Twentieth Legislature
26   of the State of Hawaii, Regular Session of 2000, the House of
27   Representatives concurring, that the Department of Commerce and
28   Consumer Affairs, the Board of Public Accountancy, the Hawaii
29   Society of Certified Public Accountants, and the Hawaii
30   Accountants Coalition are requested to cooperatively develop
31   omnibus legislation for the regulation of the profession of
32   certified public accountancy consistent with the standards of
33   the American Institute of Certified Public Accountants and the
34   Uniform Accountancy Act as recommended by the National
35   Association of State Boards of Accountancy; and

 1        BE IT FURTHER RESOLVED, that the aforementioned entities
 2   submit their findings and proposed legislation to the Director
 3   of Commerce and Consumer Affairs sufficiently in advance to be
 4   considered by the executive branch for inclusion in the
 5   Administration's legislative package for 2001; and
 6   
 7        BE IT FURTHER RESOLVED, that certified copies of this
 8   Concurrent Resolution be transmitted to the Governor, the
 9   Director of Commerce and Consumer Affairs, the Chairperson of
10   the Board of Public Accountancy, the President of the Hawaii
11   Society of Certified Public Accountants, and the Chair of the
12   Hawaii Accountants Coalition.
