                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE JUDICIARY TO DEVELOP A DATABASE THAT PROVIDES AN
    INTEGRATED INFORMATION SYSTEM CAPABLE OF TRACKING AN
    INDIVIDUAL'S INVOLVEMENT IN THE FAMILY COURT SYSTEM AND
    SOCIAL SERVICE AGENCIES.
 


 1        WHEREAS, family courts in Hawaii have jurisdiction over
 2   cases involving the family and children, including such matters
 3   as divorce, adoption, child custody, and child abuse; and
 4   
 5        WHEREAS, a person who is involved in the family court
 6   system is also likely to be involved with ancillary social
 7   service agencies such as child protective services, domestic
 8   violence groups, child welfare services, and mediation
 9   agencies; and
10   
11        WHEREAS, it is important that the family court have
12   knowledge about the existence and status of a case with social
13   service agencies that involves the same individual whose case
14   is before the court; and
15   
16        WHEREAS, an excellent means of furnishing and integrating
17   information for access by the family court is through creation
18   of a database; now, therefore,
19   
20        BE IT RESOLVED by the Senate of the Twentieth Legislature
21   of the State of Hawaii, Regular Session of 2000, the House of
22   Representatives concurring, that the Judiciary is requested to
23   develop a database that provides an integrated information
24   system capable of tracking an individual's involvement in the
25   family court system and social service agencies; and
26   
27        BE IT FURTHER RESOLVED that the database be capable of
28   providing public access to written orders, opinions, and
29   judgments; and
30   
31        BE IT FURTHER RESOLVED that the Department of Human
32   Services is requested to cooperate with the Judiciary in
33   establishing an integrated database system; and

 1        BE IT FURTHER RESOLVED that family court judges are
 2   requested to provide a written rationale for their decisions as
 3   part of any written order that will be available in the
 4   database; and
 5   
 6        BE IT FURTHER RESOLVED that certified copies of this
 7   Concurrent Resolution be transmitted to the Chief Justice of
 8   the Supreme Court of Hawaii and the Director of Human Services.
