                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND BOARD OF EDUCATION
    TO SUPPORT AND EXPLORE A VOLUNTEER-BASED COMMUNITY LIBRARY
    ASSISTANCE PROGRAM.


 1        WHEREAS, the current public library system must be more
 2   responsive to the communities' public library needs; and
 3   
 4        WHEREAS, a public library provides public services to the
 5   community it serves by providing information in a variety of
 6   formats and programs for the community; and
 7   
 8        WHEREAS, in order to fulfill its functions, a library must
 9   be equipped with a supply of books and bookshelves to house
10   books and must maintain its buildings; and
11   
12        WHEREAS, a volunteer-based community library assistance
13   program operated by the state public library system will
14   greatly enhance and support community efforts to create and
15   sustain libraries in communities that need and desire them; and
16   
17        WHEREAS, to qualify for such assistance, libraries would
18   be open to the public and contain materials of general
19   interest; and
20   
21        WHEREAS, a community library assistance program would
22   provide the following kinds of assistance, as needed:
23   
24        (1)  Information to those interested in creating a
25             community library about how to start a library;
26   
27        (2)  Staff support to operate a community library;
28   
29        (3)  Equipment and supplies, including books, periodicals,
30             and other reading materials;
31   
32        (4)  Repair and maintenance support; and
33   
34        (5)  Any other assistance to facilitate the start-up of a
35             community library or to ensure its continued
36             operation;

 2   now, therefore,
 3   
 4        BE IT RESOLVED by the Senate of the Twentieth Legislature
 5   of the State of Hawaii, Regular Session of 2000, the House of
 6   Representatives concurring, that the Department of Education
 7   and Board of Education are requested to support and explore the
 8   concept of a volunteer-based community library assistance
 9   program through which the state public library system will
10   support community efforts to create and sustain libraries; and
11   
12        BE IT FURTHER RESOLVED that the Superintendent of
13   Education, after consultation with the Board of Education, is
14   requested to report findings and recommendations to the
15   Legislature twenty days before the convening of the Regular
16   Session of 2001; and
17   
18        BE IT FURTHER RESOLVED that certified copies of this
19   Concurrent Resolution be transmitted to the Department of
20   Education and the Board of Education.
