                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE OFFICE OF THE GOVERNOR TO DEVELOP A PROPOSAL FOR
    A CHIEF INFORMATION OFFICER FOR THE STATE OF HAWAII. 


 1        WHEREAS, the Legislature finds the expansion of the
 2   Internet has fundamentally transformed society and the manner
 3   in which government conducts business; and
 4   
 5        WHEREAS, the Legislature is committed to increasing the
 6   use of information technology by state agencies allowing
 7   citizens and businesses electronic access to government
 8   information and services; and
 9   
10        WHEREAS, the increased interaction between the public and
11   the government will enable government agencies to operate more
12   efficiently; and
13   
14        WHEREAS, states which have successfully increased the
15   efficient use of information technology have also installed a
16   Chief Information Officer (CIO) at the state cabinet level; and
17   
18        WHEREAS, the State of Hawaii currently does not have a CIO
19   and therefore there is no responsibility for information
20   technology policy at the cabinet level; and
21   
22        WHEREAS, many of the information technology functions are
23   handled by the departments, offices, and agencies of the state
24   government; and
25   
26        WHEREAS, a CIO would help the State by providing guidance
27   for major investment decisions with respect to information
28   technology and decisions setting the standards for hardware,
29   software, and networking; and
30   
31        WHEREAS, a proposal to create a CIO requires further
32   analysis as well as information from stakeholders and advisors;
33   now, therefore,
34   
35        BE IT RESOLVED by the Senate of the Twentieth Legislature
36   of the State of Hawaii, Regular Session of 2000, the House of

 1   Representatives concurring, that the Office of the Governor is
 2   requested to develop a proposal for a cabinet-level CIO who
 3   will be responsible for directing state policy regarding
 4   information technology and who will encourage the use of new
 5   applications and investment in networking and infrastructure
 6   where feasible; and
 7   
 8        BE IT FURTHER RESOLVED that the development of a CIO
 9   proposal shall not hold up investments in new networking
10   applications which may increase the level of service to the
11   public; and
12   
13        BE IT FURTHER RESOLVED that the Governor is requested to
14   convene a Public Sector Information Technology Council which
15   shall consist of a representative from each of the four
16   counties, two statewide representatives, and one representative
17   each from the Department of Education, the University of
18   Hawaii, the Judiciary, the Senate, and the House of
19   Representatives; and
20   
21        BE IT FURTHER RESOLVED that the Council will share its
22   information and strategies with the different levels of
23   government and where possible, encourage uniform standards of
24   information technology hardware, software, and networking in
25   order to increase the efficiency and ease of use by both
26   government employees and the public; and
27   
28        BE IT FURTHER RESOLVED that the Governor is requested to
29   report to the Legislature on the progress made in developing
30   proposals for options to a cabinet-level, or other appropriate
31   level, CIO and the deliberations of the Public Sector
32   Information Technology Council, no later than twenty days prior
33   to the convening of the Regular Session of 2001; and
34   
35        BE IT FURTHER RESOLVED that certified copies of this
36   Concurrent Resolution be transmitted to the Governor, the
37   President of the Senate, the Speaker of the House of
38   Representatives, the Lieutenant Governor, the Governor's
39   Special Advisor for Technology Development, the Comptroller,
40   the Director of Finance, the Director of Human Resources, the
41   Superintendent of Education, the President of the University of
42   Hawaii, the Chief Justice, and the Mayor of each county.
