                    SENATE  CONCURRENT
                        RESOLUTION

  RELATING TO THE BIENNIAL REVIEW OF THE COMPENSATION PLANS AND
    THE COSTS THEREOF.


 1        WHEREAS, section 77-4 and section 77-5, Hawaii Revised
 2   Statutes, require all personnel directors of the State, the
 3   Judiciary, the Hawaii Health Systems Corporation, and the
 4   counties to meet in joint conference each odd-numbered year to
 5   review the general condition of the compensation plans for
 6   civil service employees and to compile their views and
 7   recommendations for submission to the Public Employees
 8   Compensation Appeals Board for its consideration; and
 9   
10        WHEREAS, the Public Employees Compensation Appeals Board
11   has completed hearings on pricing and repricing appeals from
12   affected persons and parties, has made its final adjustments to
13   the tentative compensation plans, submitted by the Conference
14   of Personnel Directors, and has prepared its written findings
15   in its "Report of Findings on Adjustments to the Compensation
16   Plans" dated January 6, 2000; and
17   
18        WHEREAS, subsequent to the final adjustments made by the
19   Public Employees Compensation Appeals Board, the Conference of
20   Personnel Directors is required to submit to the Legislature,
21   through the Office of the Governor, the compensation plans
22   which shall be effective July 1, 2000, and the costs thereof
23   for its information and approval; and
24   
25        WHEREAS, the Governor has transmitted the Board's written
26   findings via a transmittal letter dated January 7, 2000, and
27   the compensation plans and costs thereof via a transmittal
28   letter dated January 10, 2000; and
29   
30        WHEREAS, the "Report of Findings on Adjustments to the
31   Compensation Plans", the compensation plans, and the cost
32   thereof have been carefully studied and reviewed; now,
33   therefore,

35        BE IT RESOLVED by the Senate of the Twentieth Legislature
36   of the State of Hawaii, Regular Session of 2000, the House of
37   Representatives concurring, that the compensation plans and the

 1   costs thereof submitted by the personnel directors of the
 2   State, the Judiciary, the Hawaii Health Systems Corporation,
 3   and the counties including the report published by the Public
 4   Employees Compensation Appeals Board be approved; and
 5   
 6        BE IT FURTHER RESOLVED that certified copies of this
 7   Concurrent Resolution be transmitted to each personnel director
 8   of the State, the Judiciary, the Hawaii Health Systems
 9   Corporation, and counties.
