                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF HAWAIIAN HOME LANDS TO WORK WITH
    AREA RESIDENTS TO DEVELOP USE OPTIONS FOR THE STADIUM
    BOWL-O-DROME PROPERTY.


 1        WHEREAS, the Stadium Bowl-O-Drome served as a major
 2   entertainment center and gathering place for many of Honolulu's
 3   residents; and
 4   
 5        WHEREAS, with waning interest in bowling and the
 6   retirement of the operators, Stadium Bowl-O-Drome closed its
 7   doors on December 31, 1999; and
 8   
 9        WHEREAS, the property is owned by the Department of
10   Hawaiian Home Lands (DHHL), a unique state agency with a
11   fiduciary responsibility to manage and utilize its assets for
12   its beneficiaries; and 
13   
14        WHEREAS, the residents in the McCully/Moiliili area have
15   articulated a number of concerns which include:
16   
17        (1)  Opposition to a high rise building;
18   
19        (2)  The lack of a community center in the area;
20   
21        (3)  The lack of open space;
22   
23        (4)  The lack of parking;
24   
25        (5)  The lack of adequate infrastructure to service a new
26             development; and
27   
28        (6)  The fear of the DHHL overriding city zoning
29             ordinances without adequate community input;

31   and
32   
33        WHEREAS, residents have proposed a number of possible uses
34   or options, including developing a community/recreational
35   center, retaining the building as a historic site, state
36   purchase of the site, and passive park use; now, therefore,

 2        BE IT RESOLVED by the Senate of the Twentieth Legislature
 3   of the State of Hawaii, Regular Session of 2000, the House of
 4   Representatives concurring, that the DHHL is requested to work
 5   with area residents to develop use options for the Stadium
 6   Bowl-O-Drome site that would allow the DHHL to fulfill its
 7   fiduciary responsibilities and meet the valid concerns of the
 8   community; and
 9   
10        BE IT FURTHER RESOLVED that the DHHL submit a report of
11   its findings and recommendations to the Legislature no later
12   than twenty days prior to the convening of the Regular Session
13   of 2001; and
14   
15        BE IT FURTHER RESOLVED that certified copies of this
16   Concurrent Resolution be transmitted to the Chairperson of the
17   DHHL and the McCully-Moiliili Neighborhood Board.
