                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND YOUTH ORGANIZATIONS
    TO ACCESS THE WEBSITE OF THE HAWAII CRIMINAL JUSTICE DATA
    CENTER TO OBTAIN SEX OFFENDER INFORMATION.
 


 1        WHEREAS, the Attorney General is required under section
 2   846E-3, Hawaii Revised Statutes, to make available to the
 3   general public relevant information on sex offender
 4   registration of a specific person that is necessary to protect
 5   the public; and
 6   
 7        WHEREAS, the Hawaii Criminal History Data Center is in the
 8   process of establishing a website to enable the general public
 9   to access public sex offender registration information; and
10   
11        WHEREAS, the Hawaii Criminal History Data Center is
12   working through Access Hawaii, the new webmaster contracted by
13   the State to design the State's websites; and
14   
15        WHEREAS, the website would make access to the information
16   quick and easy, which has been the greatest deterrent to
17   accessing the information; and
18   
19        WHEREAS, with proper information, the Department of
20   Education and youth organizations would be better served in
21   their hiring of employees and volunteers; now, therefore,
22   
23        BE IT RESOLVED by the Senate of the Twentieth Legislature
24   of the State of Hawaii, Regular Session of 2000, the House of
25   Representatives concurring, that the Department of Education
26   and all youth organizations are requested to access the
27   upcoming website of the Hawaii Criminal Justice Data Center to
28   obtain relevant information that is necessary to protect the
29   public on sex offender registration information; and
30   
31        BE IT FURTHER RESOLVED that certified copies of this
32   Concurrent Resolution be transmitted to the Superintendent of
33   Education; Executive Director of the Office of Youth Services
34   for transmittal to all private youth service organizations such

 1   as the American Youth Soccer Organization (AYSO), Police
 2   Athletic League (PAL), Boy Scouts of America Aloha Council,
 3   Girl Scout Council of Hawaii, Young Men's Christian Association
 4   (YMCA) of Honolulu, Young Women's Christian Association (YWCA)
 5   of Oahu, and Boys & Girls Club of Honolulu; and the
 6   Administrator of the Hawaii Criminal Justice Data Center.
