                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THAT PU'U O KAPOLEI BE PLACED ON THE STATE AND NATIONAL
    HISTORIC REGISTERS. 


 1        WHEREAS, in ancient times, in the ahupua'a of Honouliuli,
 2   on the island of O'ahu, Pu'u O Kapolei was a prominent,
 3   renowned volcanic cone rising above the floor of the 'Ewa Plain
 4   where a heiau was strategically placed; and
 5   
 6        WHEREAS, as with too many other prehistoric Hawaiian
 7   landmarks whose historical and cultural significance are
 8   unknown to modern society, the heiau stones were removed from
 9   Pu'u O Kapolei and crushed to build roads and other
10   construction sites; and
11   
12        WHEREAS, on the makai side of Pu'u O Kapolei there was a
13   large rock shelter where chants tell us the demi-god Kamapua'a
14   brought his grandmother, Kamaunuaniho, and established her
15   reign as ali'i after he conquered most of the island of O'ahu;
16   and
17   
18        WHEREAS, a chant used when playing games during the
19   Makahiki began by naming Pu'u O Kapolei and continued on around
20   the island by naming various sites of O'ahu, establishing the
21   Pu'u as an important landmark; and
22   
23        WHEREAS, while Pu'u O Kapolei may have seemed detached,
24   equally distant from mountain and sea, it was ideally located
25   for Kamaunuaniho to accept tribute from travelers bringing taro
26   and sweet potato from 'Ewa in the east, fish from the coastal
27   areas, and bananas from the mountains; and
28   
29        WHEREAS, Kapolei refers to the glowing red lei created by
30   the sunset radiance around the Pu'u at winter solstice, the
31   time when kahuna observed the passing of the sun along its
32   northern/southern course in the cyclical manifestation of
33   seasons; and
34   
35        WHEREAS, within recent history Pu'u O Kapolei was renamed
36   Fort Barrett and turned into a honeycombed fortress of tunnels

 1   and pill boxes for artillery, machine guns, and storage of
 2   ammunition, which added to the desecration of this special
 3   place; and
 4   
 5        WHEREAS, as a thriving municipality and population
 6   continues to develop around the most significant natural
 7   landmark in the city of Kapolei, the historic, legendary, and
 8   physical prominence of Pu'u O Kapolei should be appropriately
 9   honored with historical research and registration; and
10   
11        WHEREAS, Pu'u O Kapolei is currently under the
12   jurisdiction of the City and County of Honolulu, Department of
13   Parks and Recreation, contiguous to the Kapolei Regional Park
14   with existing public amenities that are monopolized by a
15   private archery club; and
16   
17        WHEREAS, Kapolei Regional Park is an extraordinary
18   multi-faceted recreational area developed for the use and
19   enjoyment of all the residents of the city of Kapolei, at many
20   levels and ages, for exercise, athletics, community events, and
21   relaxation; now, therefore,
22   
23        BE IT RESOLVED by the Senate of the Twentieth Legislature
24   of the State of Hawaii, Regular Session of 2000, the House of
25   Representatives concurring, that Pu'u O Kapolei be placed on
26   the State and National Historic Registers by the Department of
27   Land and Natural Resources; and
28   
29        BE IT FURTHER RESOLVED that the Association of Hawaiian
30   Civic Clubs, as a result of a convention in Ka'anapali, Maui,
31   on the 13th day of November, 1999, urge that Pu'u O Kapolei be
32   placed on the State and National Historic Registers and that
33   the registration process be coordinated by 'Ahahui Siwila
34   Hawai'i O Kapolei; and
35   
36        BE IT FURTHER RESOLVED that certified copies of this
37   Concurrent Resolution be transmitted to the Chairperson of the
38   Department of Land and Natural Resources, the Makakilo
39   Neighborhood Board, and 'Ahahui Siwila Hawai'i O Kapolei.
