                     SENATE CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO
   ASSESS EXISTING TYPES OF ENERGY-EFFICIENT TECHNOLOGY AND
   EQUIPMENT AVAILABLE TO IMPROVE THE LEARNING ENVIRONMENT AND
   MINIMIZE THE COST TO OPERATE SCHOOLS.


 1       WHEREAS, it is difficult for students to learn and for
 2   teachers to work in hot, humid, malodorous, noisy environments;
 3   and
 4   
 5       WHEREAS, current technology and equipment exist, such as
 6   absorption chillers, roof insulation, efficient lighting,
 7   proper siting and air vents that would prevent the distraction
 8   of outside noise, and maintain a cool temperature  inside the
 9   classrooms, providing a conducive learning and working
10   environment for students and teachers;  and
11   
12       WHEREAS, the majority of existing facilities and equipment
13   in public schools are not taking advantage of these current
14   technologies and equipment either due to the lack of knowledge
15   that they exist, cost factors, or the lack of knowledge of
16   installing, maintaining and repairing them;  now, therefore,
17   
18       BE IT RESOLVED by the Senate of the Twentieth Legislature
19   of the State of Hawaii, Regular Session of 2000, the House of
20   Representatives concurring, that the Department of Accounting
21   and General Services, in cooperation with the Department of
22   Education and the Department of Business, Economic Development
23   and Tourism, is requested to assess existing energy-efficient
24   technologies and equipment that would improve the learning
25   environment and minimize operation costs for our public
26   schools;  and
27   
28       BE IT FURTHER RESOLVED that for the purpose of this
29   assessment, the Department of Accounting and General Services
30   shall include the cost factors involving acquisition,
31   maintenance, and personnel requirements of these technologies,
32   equipment, including, but not limited to, absorption chillers,
33   roof insulation, efficient lighting, proper siting and air
34   vents;  and
35   
36       BE IT FURTHER RESOLVED that the Department of Accounting
37   and General Services is requested to report on its findings to
38   the State Legislature no later than twenty days prior to the
39   the convening of the 2001 Regular Session;  and

 1       BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Director of the Department of
 3   Accounting and General Services, the Director of the Department
 4   of Business, Economic Development and Tourism, the
 5   Superintendent of Education, and the Chairperson of the Board
 6   of Education.
