                    SENATE  CONCURRENT
                        RESOLUTION

  ADOPTING KEY COMMUNITY OUTCOMES OF WELL-BEING FOR THE PEOPLE OF
    THE STATE OF HAWAII.



 1        WHEREAS, the Hawaii State Legislature has recognized the
 2   importance of measuring progress towards shared outcomes
 3   through the establishment of the Hawaii Performance
 4   Partnerships Board by Act 160, Session Laws of Hawaii 1999, and
 5   the adoption of House Concurrent Resolution No. 38 by the
 6   Legislature in 1998; and 
 7   
 8        WHEREAS, a memorandum of agreement has been executed
 9   between the federal, state, county, community, and business
10   sectors to encourage and facilitate cooperation to redesign and
11   test an outcomes-oriented approach to intergovernmental service
12   delivery; and 
13   
14        WHEREAS, the federal government, through the efforts of
15   the National Partnership for Reinventing Government, has
16   empowered federal agencies to provide incentives, such as
17   decreased state matching funds, waived regulations, or
18   additional federal funds to state agencies in partnership with
19   community-based organizations that measure progress towards
20   shared outcomes through initiatives such as Boost4Kids; and 
21   
22        WHEREAS, Hawaii's aloha spirit connects its people in a
23   unique manner, by guiding our decisions and actions; and, 
24   
25        WHEREAS, Hawaii's communities have joined together to
26   create outcomes and goals to improve the well-being of Hawaii's
27   people in several different efforts, such as Ke Ala Hoku,
28   Education Goals 2000, Healthy 2010, Hawaii Family Touchstones;
29   and 
30   
31        WHEREAS, the acceptance of a common set of desired
32   outcomes, compatible with statutory mandates, will enable
33   state, county, and community agencies to focus on achieving
34   positive results that exemplify Hawaii's uniqueness; and 
35   
36        WHEREAS, achieving results require creation of
37   accountability systems that cross agency boundaries to measure

 1   the combined efforts of many partners, both public and private;
 2   and 
 3   
 4        WHEREAS, the Hawaii Performance Partnerships Board has
 5   considered the achievements of many of Hawaii's people in
 6   creating outcomes and goals; now, therefore, 
 7   
 8        BE IT RESOLVED by the Senate of the Twentieth Legislature
 9   of the State of Hawaii, Regular Session of 2000, the House of
10   Representatives concurring, that the following key community
11   outcomes are hereby endorsed by the Legislature as state
12   policy:
13   
14        (1)  A safe, nurturing social environment; 
15   
16        (2)  A healthy, natural environment; 
17   
18        (3)  A thriving, diverse, sustainable economy; 
19   
20        (4)  Educated people; and 
21   
22        (5)  Civic vitality;
23   
24        BE IT FURTHER RESOLVED that public and private agencies
25   committed to improving the well-being of Hawaii's peoples be
26   encouraged to utilize these outcomes as a basis for policy and
27   program development, planning, and for budgeting; and 
28   
29        BE IT FURTHER RESOLVED that all public and private
30   agencies are encouraged to form partnerships and measure
31   progress towards the outcomes most appropriate to their
32   individual missions; and 
33   
34        BE IT FURTHER RESOLVED that certified copies of this
35   concurrent resolution be transmitted to the Governor, the Vice
36   President of the United States, the United States Secretary of
37   Agriculture, the United States Secretary of Education, the
38   United States Secretary of Health and Human Services, the
39   Hawaii Performance Partnerships Board, the Mayor of the County
40   of Maui, the Mayor of the City and County of Honolulu, the
41   Mayor of the County of Kauai, the Mayor of the County of
42   Hawaii, Aloha United Way, The Hawaii Community Foundation, HMSA
43   Foundation/Hawaii Medical Service Association, The Chamber of

 1   Commerce of Hawaii, all state departments, Partnering for
 2   Outcomes, State Procurement Office, Good Beginnings Alliance,
 3   Interdepartmental Council, Hawaii Primary Care Association, and
