                    SENATE  CONCURRENT
                        RESOLUTION

  ASKING THE CONGRESS OF THE UNITED STATES TO ADDRESS THE ISSUE
    OF AVAILABILITY OF OBTAINING A FALSE IDENTIFICATION VIA
    THE INTERNET.



 1        WHEREAS, retailers of liquor and tobacco products are on
 2   the front line of keeping alcohol and tobacco products out of
 3   the hands of minors; and
 4   
 5        WHEREAS, these retailers are trying to do their part in
 6   checking customers for identification before selling alcohol
 7   and tobacco products to minors by instructing their cashiers
 8   and clerks to verify identification and calculate the age of
 9   the purchasers of these products; and
10   
11        WHEREAS, the daily real life situation is that customers
12   in line may find these verifications very annoying and tiresome
13   and the cashier may be pressured to hurry; and
14   
15        WHEREAS, the technological marvel known as the Internet
16   has made it very easy for minors to obtain false identification
17   cards online without the usual inconvenience of borrowing an
18   identification from an older friend; and
19   
20        WHEREAS, retailers have no way of verifying the
21   authenticity of these identification cards without spending
22   more time and money on each customer's identification card;
23   now, therefore,
24   
25        BE IT RESOLVED by the Senate of the Twentieth Legislature
26   of the State of Hawaii, Regular Session of 2000, the House of
27   Representatives concurring, that the United States Congress is
28   urged to address this issue of false identification cards being
29   made available through the Internet to the detriment of not
30   only retailers but also the minors who buy tobacco products and
31   alcohol illegally; and 
32   
33        BE IT FURTHER RESOLVED that a certified copy of this
34   Concurrent Resolution be transmitted to the President of the
35   United States Senate, the Speaker of the United States House of
