                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THE UNITED STATES NAVY TO PROVIDE A BRIEFING ON THE
    FUTURE WORKLOAD PLANS FOR PEARL HARBOR NAVAL SHIPYARD.



 1        WHEREAS, Pearl Harbor Naval Shipyard is strategically
 2   located in the Pacific Ocean and the Naval Base is in the best
 3   interest of the National Security; and
 4   
 5        WHEREAS, Pearl Harbor Naval Shipyard is the largest
 6   industrial employer in the State of Hawaii; and
 7   
 8        WHEREAS, Pearl Harbor Naval Shipyard employed 6,900
 9   employees in 1989, and has since experienced a 58% reduction of
10   the workforce, and currently employs 3,200 employees; and
11   
12        WHEREAS, Pearl Harbor Naval Shipyard was the Homeport for
13   41 Navy ships and submarines in 1989, and currently is the
14   Homeport for 31 navy ships and submarines; and
15    
16        WHEREAS, Pearl Harbor Naval Shipyard provided Navy
17   contract work for 65 to 75 percent of the private ship repair
18   industry in Hawaii; and
19   
20        WHEREAS, Pearl Harbor Naval Shipyard spends in excess of
21   $350 million in material purchases, contracts with local
22   businesses, and payroll costs; and
23   
24        WHEREAS, Pearl Harbor Naval Shipyard provides for trade
25   and skills training for the youth of Hawaii through the
26   Apprentice program in partnership with the University of
27   Hawaii; and
28   
29        WHEREAS, Pearl Harbor Naval Shipyard resolves a quality of
30   life issue for the military by accomplishing the ship repair
31   overhauls and repairs in Hawaii and the Homeport of the Navy
32   ships; and
33   
34        WHEREAS, Pearl Harbor Naval Shipyard has the capacity to

 1   accomplish more Navy work in Pearl Harbor with the skilled
 2   workforce and the availability of the Homeport ships; and
 3   
 4        WHEREAS, Pearl Harbor Naval Shipyard needs to be "right
 5   sized" for its current and future workload to allow Pearl
 6   Harbor and the Navy to maintain and overhaul ships in Hawaii;
 7   and
 8   
 9        WHEREAS, Pearl Harbor Naval Shipyard would require the
10   hiring of 700 to 800 permanent civilian employees over the next
11   two years to obtain the necessary skilled personnel to execute
12   the Navy work; and
13   
14        WHEREAS, Pearl Harbor Naval Shipyard has an application
15   list of 1,000 qualified local applicants seeking employment at
16   Pearl Harbor Naval Shipyard; now, therefore,
17   
18        BE IT RESOLVED by the Senate of the Twentieth Legislature
19   of the State of Hawaii, Regular Session of 2000, the House of
20   Representatives concurring, that this body hereby urges the
21   United States Navy to increase the workload and employment in
22   Pearl Harbor Naval Shipyard to utilize the full capacity of the
23   Hawaiian ship repair industry; and
24   
25        BE IT FURTHER RESOLVED that the United States Navy is
26   requested to brief the Legislature and community business
27   leaders on the future work load plans for Pearl Harbor Naval
28   Shipyard; and
29   
30        BE IT FURTHER RESOLVED that certified copies of this
31   Concurrent Resolution be transmitted to the President and Vice
32   President of the United States, the Hawaii Congressional
33   Delegation, the Governor, and the United States Navy through
34   the chain of command to the Chief of Naval Operations and the
35   Secretary of the Navy.
