                   A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR THE KIKALA-KEOKEA SELF HELP PROJECT.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the 1987 eruption and

resulting lava flow from Kilauea volcano destroyed many homes in

the Kalapana area causing the forced relocation of entire

communities. Act 314, Session of Laws of Hawaii 1991, set aside

one hundred fifty acres of the Kikala-Keokea homestead area for

native Hawaiians dispossessed or displaced by Kilauea volcanic

eruptions since 1983. The purpose of this Act is to assist

native Hawaiians displaced by the Kilauea lava flows by

appropriating funds for the Kikala-Keokea self help housing

project.

SECTION 2. There is appropriated out of the general

revenues of the State of Hawaii the sum of $2,854,064, or so much

thereof as may be necessary for fiscal year 1999-2000, to fund

the Kikala-Keokea self help housing project. The sum

appropriated shall be expended by the housing and community

development corporation of Hawaii.

SECTION 3. This Act shall take effect on July 1, 1999.
