                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR A FEASIBILITY STUDY FOR THE WAIANAE
   OCEAN PARK.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that a feasibility study
 
 2 is needed to determine the economic and environmental viability
 
 3 of the Waianae ocean park.  
 
 4      The purpose of this Act is to appropriate funds for an
 
 5 eighteen month feasibility study developed out of the combined
 
 6 efforts of three specialty teams:
 
 7      (1)  A technical team to study the marine environment and
 
 8           design the park;
 
 9      (2)  A finance team to seek funding for the project and
 
10           develop a business plan to make the Waianae Ocean Park
 
11           self-supporting; and
 
12      (3)  A public relations team to work with the residents and
 
13           state and county regulatory agencies.
 
14      SECTION 2.  There is appropriated out of the general
 
15 revenues of the State of Hawaii the sum of $400,000, or so much
 
16 thereof as may be necessary for fiscal year 1999-2000, for a
 
17 feasibility study for the Waianae ocean park as specified in
 
18 section 1.
 
19      SECTION 3.  The sum appropriated shall be expended by the

 1 department of business, economic development, and tourism for the
 
 2 purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 1999.
