                     A BILL FOR AN ACT

RELATING TO CORRECTIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the substance abuse
 
 2 treatment program known colloquially as KASHBOX, which is
 
 3 currently in operation at the Waiawa correctional facility on
 
 4 Oahu, has achieved outstanding results in the rehabilitation of
 
 5 male incarcerated substance abusers.  Consequently, the program
 
 6 warrants expansion to all state correctional facilities.
 
 7      The legislature further finds that although the KASHBOX drug
 
 8 rehabilitation program has been successful in helping
 
 9 incarcerated males, it has not yet been made available to
 
10 incarcerated females in Hawaii's correctional facilities.  This
 
11 inequity needs to be addressed to ensure that both male and
 
12 female prisoners have the opportunity to participate in this
 
13 program.
 
14      The purpose of this Act is to expand the KASHBOX drug
 
15 rehabilitation program throughout the State and to ensure that
 
16 women in Hawaii's correctional facilities are given fair and
 
17 equitable access to the KASHBOX drug rehabilitation program.
 
18 Specifically, this Act makes an appropriation for the expansion
 
19 of the KASHBOX drug rehabilitation program to ensure equal access
 
20 for both male and female prisoners.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $        or so much
 
 3 thereof as may be necessary for fiscal year 1999-2000 for
 
 4 staffing, equipment, and other operating expenses for the
 
 5 expansion of the KASHBOX drug rehabilitation program to ensure
 
 6 equal access for both male and female prisoners at Waiawa
 
 7 community correctional facility on Oahu and at all other state
 
 8 correctional facilities.
 
 9      SECTION 3.  The sum appropriated shall be expended by the
 
10 department of public safety for the purposes of this Act.
 
11      SECTION 4.  This Act shall take effect on July 1, 1999.
