                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR SPORTS TOURISM DEVELOPMENT,
   PROMOTION, AND MARKETING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The business of sports tourism is one of the
 
 2 fastest growing aspects of tourism in the world, and competition
 
 3 is intensifying among major destinations seeking to attract
 
 4 portions of this industry.  As with tourism marketing in general,
 
 5 it is a known fact that a sound and well-planned marketing
 
 6 strategy is effective in attracting sports tourists to a
 
 7 particular destination.
 
 8      Around the United States, more than 200 state and local
 
 9 associations dedicated to sports tourism promotion have been
 
10 established in the last two decades.  They are vying for a
 
11 portion of sports tourism activity that generates billions of
 
12 dollars in economic benefit for the host cities.
 
13      The legislature recognizes that sports tourism offers a
 
14 significant opportunity to diversify our visitor industry.  It
 
15 further recognizes that as a State, we must be innovative,
 
16 salved, and determined in our sports tourism promotion, just as
 
17 we must be for tourism in general.
 
18      The legislature further finds that various sports promotion
 
19 activities in recent years have caused Hawaii to be considered

 1 for important sports tourism activities relating to the Olympics
 
 2 and the U.S. Olympic Team, as well as for other new or existing
 
 3 events, that have been or might be developed or attracted to our
 
 4 shores.
 
 5      The purpose of this Act is to appropriate state funds to
 
 6 support continued sports tourism development, promotion, and
 
 7 marketing activity by the State.
 
 8      SECTION 2.  There is appropriated out of the general
 
 9 revenues of the State of Hawaii the following sums, or so much
 
10 thereof as may be necessary for fiscal year 1999-2000, and the
 
11 same sums or so much thereof as may be necessary for fiscal year
 
12 2000-2001, for the development, promotion, and marketing of the
 
13 following sports tourism related events:
 
14      Sony Hawaiian Open (Golf)                           $100,000
 
15      Mercedes Championship (Golf)                        $100,000
 
16      Kaanapali Classic (Golf)                            $100,000
 
17      Senior Skins (Golf)                                 $100,000
 
18      PGA Grand Slam (Golf)                               $100,000
 
19      Olympic Related Events                              $100,000
 
20      Royal Hawaiian Rowing                                $25,000
 
21      Indoor Football                                     $200,000
 
22      SECTION 3.  The sums appropriated shall be expended by the
 
23 department of business, economic development, and tourism for the

 1 purposes of this Act.
 
 2      SECTION 4.  This Act shall take effect on July 1, 1999.
